France reduces its solar energy target for 2035 in the latest energy strategy.


France has launched a final public consultation for the third iteration of its Multi-Year Energy Program (PPE), presenting a revised plan that aims to lower the national solar deployment target for 2035 to 90 GW.

The PPE3 will be in effect from 2025 to 2035. The government has issued a draft of the updated program and is seeking feedback until April 5, 2025.

The draft PPE3 suggests that France should decrease its solar photovoltaic (PV) capacity goal from the previous target range of 75 GW-100 GW by 2035 to 65 GW-90 GW. By 2030, the nation anticipates having 54 GW of solar capacity operational.

There is no target outlined for the implementation of agrivoltaic systems.

To meet the objectives for 2030 and 2035, France aims to allocate or contract a minimum of 5 GW of new PV capacity each year between 2025 and 2027, increasing to 7.5 GW annually in 2029 and 2030.

These deployments will be facilitated by tendering processes, which will include two calls each year starting in the first half of 2025 to award 1 GW of ground-mounted PV in each round. Additionally, three tenders per year will be conducted for rooftop installations, with a goal of approximately 300 MW for each call. Furthermore, there will be an annual technology-neutral auction of 500 MW, open to solar PV, onshore wind, and hydropower projects.

As of the end of 2024, France had 25.3 GW of grid-connected PV capacity operational. Recent government data indicates that the country added 5 GW of new plants in the past year, rising from 3.4 GW the previous year.
