EU to update regulations on the security of electricity and gas supply.

The European Commission has assessed the regulations concerning electricity and gas supply security, which were enacted in 2017 and 2019, prior to the energy crisis. The report reflects on past crises, evaluates upcoming challenges, and marks a significant initial step toward new legislative proposals set for release in the first half of 2026.

It concludes that while current regulations have aided in maintaining a stable energy supply, additional emergency measures were essential to address the energy crisis from 2021 to 2023. This underscores the necessity for stronger and more comprehensive rules to enhance preparedness for future crises.

The document emphasizes that supply security issues should be tackled with a more robust, cross-sectoral strategy, incorporating insights gained from the energy crisis as well as the major blackout that occurred on the Iberian Peninsula in April 2025.

Through this review, the Commission has developed a broader understanding of emerging risks to the energy system, including defenses against physical and cyber threats, climate-related dangers, and the effects of a changing geopolitical environment.
