Polish power company Polskie Elektrownie Jądrowe has made an amendment with the Westinghouse-Bechtel Consortium to advance to the next phase of constructing Poland's inaugural nuclear power plant as part of the Engineering Development Agreement.
In November 2022, the prior Polish government chose the Westinghouse AP1000 reactor technology for the Lubiatowo-Kopalino site in Choczewo, northern Poland. In September 2023, Westinghouse, Bechtel, and Polskie Elektrownie Jądrowe (PEJ), wholly owned by Poland's State Treasury, entered into an 18-month engineering services contract for a site-specific design for a facility with three AP1000 reactors. In April 2025, PEJ and the Westinghouse-Bechtel Consortium established the terms for the Engineering Development Agreement (EDA) after the previous agreement ended.
On December 29, PEJ announced an amendment to the EDA with the Westinghouse-Bechtel Consortium. The updated agreement allows ongoing design work on the nuclear island, turbine island, and overall plant balance, alongside additional geological survey activities. This enables the project timeline to be maintained by progressing the design and fieldwork while also negotiating and finalizing the Engineering, Procurement, and Construction (EPC) contract, which will dictate the collaboration with the Westinghouse-Bechtel Consortium.
PEJ stated, "We aim to proceed expeditiously in current negotiations, so the amendment allows us to pursue talks on the EPC contract effectively, ensuring quality without hindering the project." The amendment integrates some tasks initially meant for the EPC contract to maintain project timing.
Marek Woszczyk, PEJ's President, noted, "The EDA extension facilitates further design and engineering advancement, including completing documentation necessary for procuring long lead items and filing for licenses to keep the project on track." He emphasized that these measures are vital for reaching milestones in this strategic project for Poland.
Leszek Hołda, President of Bechtel Polska, mentioned that the EDA amendment enables the commencement of the next phase of geotechnical surveys in 2026, involving 1,000 drillings totalling 15 kilometers in depth and 7,000 lab tests. Earthworks will also begin in the first half of the year to prepare the site for temporary internal roads and continue acquiring initial long lead items, which are essential plant equipment components with extended production times.
On December 30, PEJ received treasury bonds valued at PLN4.6 billion (USD1.27 billion) from the Minister of Finance and Economy. This funding aims to cover the increased share capital of the company by the State Treasury.
PEJ stated, "The state assistance will provide reliable funding for the next phase of nuclear power plant construction in Pomerania." This support will particularly facilitate ongoing design and engineering work under the amended EDA, as well as preparatory tasks related to the internal infrastructure.
The financing boost came following the European Commission’s approval of state aid for the project on December 9, allowing PEJ's capital to increase.
Wojciech Wrochna, Secretary of State at the Ministry of Energy, remarked, "PEJ is responsible for building Poland's first nuclear power plant in Pomerania." He added that preparatory work is ongoing at the Lubiatowo-Kopalino site, with concurrent design processes. The company is also negotiating the EPC contract with the Westinghouse-Bechtel consortium while preparing documentation for necessary administrative permits to start construction. Additionally, PEJ is in advanced discussions with banks for debt financing.
In March 2025, President Andrzej Duda signed legislation allocating national budget funds for nuclear power plant construction. PEJ is expected to receive PLN60.2 billion in public funding from 2025 to 2030, with additional funding sourced from financial institutions, especially foreign entities supporting exports from equipment supplier countries.
The target is for Poland's first AP1000 reactor to become operational commercially by 2033.
