Bulgaria's outgoing parliament has voted to abandon a 1 billion euro oil project meant to bring Russian oil to Greece via Bulgaria. A total of 115 lawmakers in the 240-seat legislature voted to scrap a 2007 agreement with Russia and Greece for the 280-kilometre pipeline, while twenty-five lawmakers voted against the move.

Brent crude rose 2.1 percent to settle at $111.07 in thin trade as investors hoped that U.S. lawmakers would come up with a last-minute deal to prevent a fiscal crisis in the world's largest oil consumer. Meanwhile, Brent crude added 81 cents to $109.61 a barrel by 12:30 GMT, after settling 17 cents lower on Monday, the last trading day before Christmas.

Brent and U.S. crude futures dropped on Thursday as U.S. lawmakers diverged from steps to avert automatic spending cuts and tax increases that take effect on Jan. 1 and threaten to curb economic growth and fuel demand. Meanwhile, Brent January crude eased by $1.59, or 1.45 percent, to settle at $107.91 a barrel, having traded from $107.80 to $109.52. U.S. January crude slipped 88 cents, or 1.01 percent, to settle at $85.89 a barrel, having traded from $85.81 to $86.97.

Brent and U.S. crude oil futures rose on Thursday, backed by optimism that U.S. lawmakers will reach a deal to avert a budget crisis and by intensifying tensions in the Middle East. Meanwhile, Brent crude oil futures climbed $1.25 to settle at $110.76 a barrel, while U.S. crude oil prices climbed $1.58 to settle at $88.07 a barrel on Thursday.
